I am having a hard time understanding what exactly are "War Machine" type units. The rules (2nd Edition) refer to War Machines as being "composed of two small" or "two rectangular blocks."

What is the advantage of 'combining' (?) two blocks to form a War Machine?
Is making a War Machine an option, or does one use War Machines when a specific scenario requires one to do this?

All units are made of a number of blocks : infantry units are 4 blocks, cavalry 3, etc.
If you have a problem with the block notion for War Machine units, you will have problems with C&CA as a whole.
Blocks represent the cohesion of a unit, more than their manpower.
There is no question of "combining" blocks, nor of "making" war machines : I don't see where you see a specific problems in their case, while they obey the general rules of other units (excepted that if they evade, they can be taken from the game without being eliminated).
